Kanto Tactics Eevee evolutions
Eevee is a 2-cost Normal line. At 2 stars it becomes Vaporeon, Jolteon, or Flareon based on the items on every Eevee used in the merge. Since v33 you can turn on Stay Eevee and keep the base form.

Which branch
| Branch | Item points that lead there |
|---|---|
| Vaporeon | Special Attack items |
| Jolteon | Attack speed, energy, or crit items |
| Flareon | Attack items |
A finished item is 2 points. A component is 1 point. Points are summed across every Eevee in the merge, not only the one you drag. On a tie, the game looks at the strongest Water, Electric, or Fire presence already on your board. If that is also tied, it uses dex order. The card art defaults to Vaporeon.
At 3 stars the branch is the one that appears most often among the copies you merged. A complete three-way tie at 3 stars is not documented. Stats published for the three forms (Vaporeon 61.6% in a v32 sim, Jolteon 56.8%, Flareon 50.1%) are from that older read.
Stay Eevee
v33 adds a Stay Eevee toggle on the card. Eevee can reach 2 stars and 3 stars without evolving, and the ability changes with stars. The toggle applies to every Eevee in the current game. A form that already evolved does not revert. Half the dex still unlocks Eevee as a starter option in the campaign.
FAQ
Can I force Vaporeon with one Special Attack item?
Only if that side has the most points. A finished Attack item is 2 points and beats a single Special Attack component at 1 point.
Does Stay Eevee affect an evolved copy?
No. The changelog says already evolved Pokémon stay evolved.
